General Description

History

In 2021-2022 academic year, the program is subject to Dokuz Eylül University Institute of Social Sciences and is carried out by the Department of Public Administration. Department of Public Administration is composed of 4 professors, 4 associate professors, 5 assistant professors, carries out its educational activities at undergraduate and graduate level. In program, some elective courses are available in Political Science, Urbanization and Environment and Law area. Visiting faculty members are teaching at the doctoral program as well as faculty members of Department. Because Program contains a large pool of elective courses, it is also open to students who have finished master's degree and middle and senior staff involved in many different disciplines. Since the past , many research assistants and teaching assistants who worked in different departments of different universities completed their doctorate programme in the field of Public Administration in our department. Within the framework of OYP, research assistants assigned who assigned to the different universities can pursue their doctoral education in our department.

Specific Admission Requirements

Second Cycle Degree in the same or in related disciplines. Acceptable score on ALES (Academic Personnel and Graduate Education Entrance Exam) or Equivalent GRE, GMAT score. Acceptable score on Language Proficiency Tests. Acceptable weighted score based on the first or second cycle (with thesis) cumulative grade point average (GPA) and ALES score. However, ALES requirement is waived for the graduates of doctorate /arts proficiency/medical residency/ dental residency/ veterinary residency/ pharmaceutical residency programs as well as for the admissions to the graduate programs offered by the Conservatory and the departments of Fine Arts Faculty, where students are admitted only by the Artistic Aptitude Test. Final admission is based on the evaluation of the related academic unit committee. International student admission requirements are decided by the Graduate School Executive Committee.

Specific Arrangements for Recognition of Prior Learning (Formal, Non-Formal and Informal)

Transfer Students:
The transfer student candidates from Turkish or foreign universities are subject to the YOK Legislation "The transfer, double degree, minor degree and inter-institutional credit transfer" and to the evaluation conditions determined by Dokuz Eylul University Senate.
The transfer quotas are determined and announced by Turkish Higher Education Council (YOK). The evaluation of the candidates are done by the school evaluation commmisin and approved by the management

The Graduate Transfers:
The short cycle graduates are given the right to be admitted to the first cycle programs if they comply with the conditions set by the "The transfer of Short Cycle Program Graduates to First Cycle Programs" Legilation of Turkish Higher Education Council (YOK)
The universities inform YOK regarding the quotas and YOK announces the quotas and conditions in "Graduate Transfer Guide" and the placements are managed by YOK due to the results of nationwide graduate transfer exam.

According to the Regulations of Dokuz Eylül University for Graduate Schools, students are not connected to the right for internal transfer, previously taken courses at another graduate programme by another university with a successful grade may be
recognized by the related programmes after the letter of the students includes course contents and the transcript, and by the recommendation of the head of the departments and by the decision of the Board of Directors. The courses taken by the outgoing
Exchange students have the recognition at the school either as compulsory or elective.

4 years, 2 semesters per year,16 weeks per semester, 240 ECTS in total.

Profile of the Programme

The program aims to make students gain the ability of researching independently within the framework of theoretic fundamentals, interpreting the phenomenon by examining with scientific methods and determining necessary steps for new analyses

Key Learning Outcomes

1   Have theoretical knowledge at PhD level in the fields of political science, management, law, urban and environment areas of Public Administration.
2   Bring solutions to theoretic and practical problems related to field of Public Administration with its studies.
3   Do interdisciplinary studies with researchers in the sub-specialty and other fields of Public Administration.
4   Do studies that bring innovation to science thanks to thesis work in the field of Public Administration.
5   Evaluate scientific views related to study topic critically and analyses them.
6   Offer and discuss its studies in scientific congresses.

Occupational Profiles of Graduates with Examples

The Graduates of Doctorate of Department of Public Administration graduate as having a comprehensive knowledge related with the fields of Political Science, Management Science, Urbanization and Environment and Law. It is aimed students to graduate as having the goods by having not only a theoretical Infrastructure related with public administration but also an ability of accessing and interpreting the information. Because of this, it is aimed to associate theoretical knowledge with practices by using the different methods such as paper, project and field research. Also our students take the courses in the other fields such as Public Finance, Economics, and Business Administration. The graduates do not have specific titles. However, they can work almost every institution when they are successful in the exams which are provided as central or prepared by each institution one by one. Also they can apply to some occupations such as administrative jurisdiction judges, district governor (prefecture), inspector, expert and assistant expert. Besides, they can be employed in local administration. The graduates, who want to work in private sector, can be employed in banks, research institutes, companies. They can tent to have an academic career in public administration and related disciplines. There are a great number of our students appointed different universities as research assistants.

Graduates may apply to post doctorate studies.

Students of Public Administration Ph.D. Programme are obligated to take 13 elective courses. There are 37 available elective courses within three semesters. All elective courses are offered by the Department of Public Administration. There is no pool of obligatory and/or selective courses offered by the University. There are no pre-requisite courses. All courses are based on semester credit system. The principal aim of the courses is to enrich the students with the necessary knowledge, skills and competences in regards to the local, political, economical, judicial, institutional, financial, developmental and social aspects of the Public Administration.

Evaluation and assessment methods for each course is defined in the the Course Description Form which is prepared by related faculty member / s and included in the information package. Exams and course success notes is subject to the relevant articles of the DEU Regulation on Graduate Education.

Graduation Requirements

Third Cycle (Doctorate Degree) Program with thesis is comprised of courses (81 ECTS), seminar (3 ACTS) a field study (6 ECTS) and thesis (150 ECTS), in total 240 ECTS credits. Students must have minimum Cumulative Grade Point Average (CGPA) of 2.50/4.00 and completed all the courses with at least CB/S/TP grades.
