Course Objective

There is a lack of course about public personnel administration and examining recent developments on this area in Public Administration doctorate programme. Apart from that, it is a necessity to analyse new regulations, change of approaches and new political tendencies in the lights of improvements in both Turkey and the world recently; taking into account Public Administration Reform Law and Public Personnel Administration Law.

Learning Outcomes of the Course Unit

1   Being able to understand transition process from traditional society to modern society and the development of public administration in modern society, modern society, to reveal the theoretical approaches in terms of public personnel regimein the transition from modern society to a post-modern society
2   Being able to reveal socio-economic foundations of the globalization process, and the process of the effects on state structure
3   Being able to determine the of the effects of transformation in the structure on the Public Personnel Regime ( In terms of welfare state, neo-liberalism and the New Left review)
4   Being able to the effects of globalization in Turkey, downsizing the state , to reveal the effects of the privatization on public personnel regime
5   The aims of draft of Public Personnel reform and new aproaches of this draft and to determine problems of this draft.
