General Description

History

Human Rights Law Graduates Program with thesis is founded within the scope of department of public law in 2016. This program is intended for lawyers who comprehends the human rights which is foundation of law in theory and practice; internalize universal legal principles, have an expert level of evaluating and analyzing legal disputes. Following, researching, analyzing recent national and international developments and solving legal disputes and conflicts; analyzing human rights individually an das a whole, through this specialized education process, having an ability of legal reasoning by comparative and critical thinking and illuminating the society and individuals about legal rights within the perspective of human rights litigation.

Specific Arrangements for Recognition of Prior Learning (Formal, Non-Formal and Informal)

Transfer Students:
The transfer student candidates from Turkish or foreign universities are subject to the YOK Legislation "The transfer, double degree, minor degree and inter-institutional credit transfer" and to the evaluation conditions determined by Dokuz Eylul University Senate.
The transfer quotas are determined and announced by Turkish Higher Education Council (YOK). The evaluation of the candidates are done by the school evaluation commmisin and approved by the management

The Graduate Transfers:
The short cycle graduates are given the right to be admitted to the first cycle programs if they comply with the conditions set by the "The transfer of Short Cycle Program Graduates to First Cycle Programs" Legilation of Turkish Higher Education Council (YOK)
The universities inform YOK regarding the quotas and YOK announces the quotas and conditions in "Graduate Transfer Guide" and the placements are managed by YOK due to the results of nationwide graduate transfer exam.

According to the Regulations of Dokuz Eylül University for Graduate Schools, students are not connected to the right for internal transfer, previously taken courses at another graduate programme by another university with a successful grade may be
recognized by the related programmes after the letter of the students includes course contents and the transcript, and by the recommendation of the head of the departments and by the decision of the Board of Directors. The courses taken by the outgoing
Exchange students have the recognition at the school either as compulsory or elective.

Qualification Requirements and Regulations

1,5 years, 2 semesters per year, 16 weeks per semester, 90 ECTS in total.

Profile of the Programme

This program is intended for lawyers who have internalized the universal principles of law and have competency of legal legislation and the fundamental legal concepts and rules. Through a competency based education process, the national and international developments are analyzed legally and the ability of solving and identifying of legal disputes and conflicts is improved. The ability of legal reasoning is deepened by comparative and critical thinking ability. In addition to these objectives, illuminating the society and individuals about their legal rights.

1   Comprehends the fundemental principles of human rights law and human rights litigation in an advanced level.
2   Acquiring the skills of lifelong learning and having the competency of evaluating the private law knowledge critically, guiding the learning and performing advance level studies individually.
3   Analyzing and improving the idea of human rights on national and international level.
4   Having advanced knowledge on international protection of human rights.
5   Having the enough knowledge of methodology of law for solving the legal disputes and conflicts.
6   Analyzing the impacts of human rights law to Turkish law.
7   Having the advanced knowledge about fundamental rights, general principles of law and human rights.
8   Following the recent developments about different fields of human rights law and other related fields.
9   Having the ability of using software and hardware knowledge and the information and communication technologies at a required level.
10   Analyzing the intervention of satate s to fundemental rights and the exercise of this power in public law.
11   For the exercise of rights and freedoms that are enacted on national and international level, associating each one to another from political, social, cultural, administrative, environmental and legal points.

Human Rights Law Graduate Programme (non-thesis program) obligates 3 must(1 of them in the first semester, 2 of them in the third semester ) 12 elective courses. All elective courses are offered by the Department. There is no pool of must or selective courses offered by the University. There are no prerequisite courses. All the courses are based on semester credit system.

Graduation Requirements

Second Cycle (Master's Degree) Non-Thesis Program is comprised of courses (at least 85 ECTS), Term Project (5 ECTS), in total 90 ECTS credits. Students must have minimum Cumulative Grade Point Average (CGPA) of 2.50/4.00 and completed all the courses with at least CB/S/TP grades.
