Course Objective

It is aimed to give a conscious of history and develop knowledge and skills of perception and interpretation of administrative problems.

Learning Outcomes of the Course Unit

1   Being able to observe the historical development process of Turkish public administration
2   Being able to analyze the current developments, the structure and problems of Turkish public administration in the process of historical
3   Being able to aware of the institutional and operational continuity of Turkish public administration
4   Being able to improve current reform proposals for Turkish public administration in the light of the historical development process
5   Being able to analyze rupture points of Turkish public administration

1 The historical evolution administrative and administrative systems, relationship between the political system and administrative system, social development, the interaction of administrative development
2 The historical development process of Turkish community and variety of being affected social-administrative system in this process a (Persian, Islam, Byzantium West Europe)
3 Seljuk and Anatolian Seljuk state structures
4 Until Tanzimat, administrative system of the Ottoman and its deterioration
5 Attempts to reform the Ottoman Empire, the Tanzimat reforms of different qualities before and after the Tanzimat
6 The basic features and the reasons of the reform process, The effectiveness of the bureaucracy in the process of modernization
7 The reforms of III. Selim period, the reforms of II.Mahmut period, Sened-i Alliance, The Resolution of The Janissary Problem
