Course Objective

Obtaining knowledge about the concept and characteristics of disaster, earthquake regulations, flood water legislation, disasters authority, local and central supervisors, division of labour, civil servants in charge during disasters and temporary appointments, duties and powers of the administration in the prevention of disasters, duties and powers of the administration during disaster, duties and powers of the administration after disaster, financial liability arising from disasters, collection and distribution of aids after disaster, voluntary participation in disaster services, urban transformation and property issues in disaster risk areas, examples of public services related to disaster, judicial review relating to disaster.

Learning Outcomes of the Course Unit

1   The ability to know legal foundations of disaster administration
2   The ability to know property issues in disaster risk areas
3   The ability to learn administrative responsibilities arising from disasters
4   The ability to review judicial decisions relating to disasters
5   The ability to perform social trust by voluntary work and by providing the effectiveness of collection and distribution of aids after disasters.
6   The ability to plan the labour force and the division of powers during, before and after the disaster
