Course Objective

Natural disasters are events that negatively affect livability and sustainability. Thus, recognizing the types and characteristics of natural disasters and primarily earthquakes and knowing what kind of effects they have especially in urban areas are considered necessary for the administration strategies likely to be implemented. In addition, the primary objectives are considered as having knowledge about the developments in new administration strategies and modern approaches in public administration, introducing the administration techniques applicable for emergency cases, developing crisis scenarios about natural disasters such as flood, tornado and tsunami caused by climatic reasons and primarily by earthquakes, examining the countries which have been experienced in this subject, evaluating the position of Turkey, and defining the sustainable and livable cities of the future by developing applicable models at local and national levels.

Learning Outcomes of the Course Unit

1   Recognizing the changing and waxing new role of public administrator related to crisis and disease management
2   Interpreting and cognizing main process of crisis and disease management.
3   Decorated with essential knowledge related to Disease management s cornerstone legislations.
4   Providing competence about new and modern disease management within future perspective by comparing used and new practices in the field of disease.
5   Taking into account the relation between disease management and crisis management, getting up skills which can give an opportunity to compare public agency and institute s operations involved disease management decision making and implementation responsibility best practices of the world.
6   Particularly upbringing public administrations on the subject of disease and crisis management, enhance administrative strategies by studying specific to samples of natural disaster .

2 Concept of administration, developments in management strategies and modern approaches in public administration
3 Crisis and crisis administration, historical development and etymological structure of the concept of crisis, characteristics of crisis, process of crisis, types of crisis, purpose and importance of crisis administration, stages of crisis administration and integrated crisis administration
4 Extraordinary administration authorities, place of crisis administration and practices of crisis administration in Turkish Public Administration
5 Related legislation

7 Mid-Term Exam
8 House Structuring and its Role in Natural Disasters, Settlement Strategies and House Structuring, Building Supervision and natural disaster-induced crisis relations
9 Country experiences by development level in climate-dependent natural disaster-induced crisis administration (Avalanche, flood, freezing rain, tsunami, tornado, fire and etc.)
10 Country experiences by development level in the administration of geological structure-dependent natural disaster-induced crises (such as earthquake and tsunami)
11 Meteor rains, volcanic activities (experienced events and future scenarios)
12 Epidemic diseases (avian influenza, epidemic invasion of grasshoppers and etc.) and crisis planning
