Course Objective

The year of 1980 was a radical beginning for Turkey related with neoliberal policies. However, at the end of the 1990s and the first quarter of 2000s, current economical and political developments pointed out a new breaking point. 2000s correspond to 'neoliberal urbanization period' which is complementary of the 'early neoliberal urbanization period' of 1980s. The basic factor of this disintegration in urbanization process is legal regulations that come to the agenda with structural reforms and has neoliberal traces. This course aims to discuss legal regulations that changed in Turkey after 2000, in the context of neoliberal policies and to define the economical, political, spatial process and also actors which direct the planning practise.

Learning Outcomes of the Course Unit

1   will be able to define the background of the neoliberal urbanization and its components and also reflections in different periods of Turkey,
2   will be able to explain the relation between planning and public interest in neoliberal reconstruction,
3   will be able to describe the new actors leading the planning practice in Turkey,
4   will be able to explain new legislation of urban planning in post-2000 period in Turkey under the basic topics.
5   will be able to define the relationship between the neoliberal restructuring process of the post-2000 period in Turkey and the legislation concerning the urban governance and city planning,
6   will be able to interpret how the new legal regulations transform the city planning in 2000s.

2 The development of the legislation concerning urban governance and city planning in Turkey in the pre-1980 period and in the period between 1980-2000
3 The background of the legislation concerning urban governance and city planning in the axis of neo-liberal policies in post-2000 period
4 Discussions on the development of a new by-law in the post-2000 period
5 Conceptual meaning of public welfare. The relationship between planning and public welfare on the basis of the related acts and items existing in legislation
6 The changing role of the state in the post-2000 period and the urban governance. Related legal arrangements in the sphere of urban governance
7 The new actors of planning in the post-2000 period (TOKI-OIB, etc.)
8 Mid-term exam
9 Legal arrangements in the coastal areas in the post-2000 period
10 Legal arrangements in tourism areas in the post-2000 period
11 Legal arrangements in conservation areas in the post-2000 period
