Course Objective

The context of the course aims to teach the need for water resources management, management objectives and preferences, social, economical, legislative and administrative dimensions of water resources management and its basic concepts and philosophy. Another aim of the course is to teach the students basic aspects of integrated river basin management within the context of system analysis approach utilized since 70 s.

Learning Outcomes of the Course Unit

1   To classify water demands from different sectors.
2   To be able to identify basic technical terms and concepts related with water resources management.
3   To describe the necessity of the application of sustainability issues in water resources management.
4   To recognize the components of system approach utilized in water resources management.
5   To specify the structure of the objective and constraints functions in a water allocation problem which is modeled and to be optimized.
6   To be able to choose water policies fitting defined management objectives of water resources.

1 Introduction, purpose of the course, water potential and demand of Turkey
2 Evaluation of sectoral water demands and uses
3 Social, economical, legislative and administrative dimensions of water uses, determination of indicators.
4 Designation of objectives and targets in water resources management.
5 Reliability of water supply and quality
6 Monitoring of indicators during planning and application phases. Hydro-meteorological monitoring networks and monitoring activities.
7 Water resources management (classical approaches)
8 Water resources management (Integrated and adaptive approaches)
9 Databases, data reliability
10 Water balance and water quality simulation models
11 Scenario development and DPSIR approach
12 Development of alternative decisions, decision-making progress, behaviors of decision-makers and stakeholders, trade-off relations.
13 Implementation of expert systems in integrated river basin management.
14 The general situation in Turkey, Challenges and opportunities in water resources management philosophy ( Role playing game by students)

Planned Learning Activities and Teaching Methods

The main teaching method is the comprehensive explanations of graphical presentations which are uploaded to Lecturer s personal web page. The students are demanded weekly to read and study the available Lecture notes and presentations before their attendance. At the end of the semester two weeks are allocated to students for a role playing game realized at the last week in order to demonstrate a water resources management decision making progress under a given water allocation scenario by the lecturer.
