Course Objective

It is aimed the stages of formation and development of public administrations in different countrieswith structural and behavioral aspects of public administrations tobe identified and to be examinedin term of a comparative perspective.

Learning Outcomes of the Course Unit

1   Being able to be able to define public administrative systemsof various countries
2   Being able to be able to explain better the public administration system in our countrywithin the framework of the examples inthe world by gaining a holistic perspective through comparison
3   Being able to be able to make predictions about what can be done fordeveloping (reform) of ourpublic administration system
4   Being able to be able to predict the alternative solutions in the face of the problems associated with public administration or the common problems
5   Being able to be able to apply the method of comparisonin social sciences

1 Leading inthe concept ofcomparison with examples
2 The comparative method, the importance-benefits of comparison, the comparable issues, the measurements of comparison, the interdisciplinary characteristics of comparison, the disciplines using comparison, the reasons for using the comparative method, the phases of a comparative study
3 The problems / weaknesses / risks of comparative method, the importance and the historical development of comparative public administration, the benefits of examining the different public administration models by comparative method, the reasons of the selection of countries to be compared. To explain four basic state / administrative traditions
4 The comparative evaluation of the administrative structure of France with the structure of Turkey: Country Profile, political structure, the central government
5 The comparative evaluation of the administrative structure of France with the structure of Turkey: The relations between central-local government, public personnel, the current administrative reforms
6 The comparative evaluation of the administrative structures of United Kingdom and Turkey
7 The comparative evaluation of the administrative structures of Germany and Turkey
