Course Objective

The disaster administration course is a basic course and aimes to provide students with the knowledge and skills about the basic processes of disaster administration. The course provides knowledge and skills for managers to prepare for disasters and emergencies that may arise for natural and artifical causes, and to develop strategies and leadership in connection with them.
Today, in terms of the outputs and the administrative responsibilities in the disaster administration and considering Superior Local Administrative Officer s (Governor) primary responsibility, it is clear the necessity of the Disaster Administrative Course for students.

Learning Outcomes of the Course Unit

1   To be able to be equipped with general knowledge about basic organization of disaster administration.
2   To be able to comprehend and interpret the basic stages of risk and crisis types and crisis administration process
3   To be able to recognize the changing and strengthening role of the public administrator in risk and crisis administration
4   To be able to develop effective strategies for managerial processes, based on the ability to demonstrate leadership skills in disaster and crisis administration
5   To be able to gain competence in new and contemporary disaster administrationmodels in the future perspective by comparing past applications with current applications in disaster areas

Course Contents

1 General introduction to the course, presentation of the general framework of the topics of Disaster Administration course, Definition of the basic terminology related to the course, Corporate Loyalty
2 Concept of administration, developments in management strategies and contemporary approaches to cooperation in public administration
3 Relations of Disaster Types and Disaster Administration Process
4 Risk and crisis administration, historical development and etymological structure of concepts, features of crisis and integrated crisis administration
5 Extraordinary authorities in Turkish Public Administration and the place of crisis administration, crisis management practices
6 Early warning in disasters, damage reduction studies and preparation administration
7 Post-disaster EIA, rapid EIA philosophy and preparations
8 Midterm

10 Intervention, search, rescue and protection actions according to disaster types Climate-related natural disasters include country experiences (avalanche, flood, freezing rain, hose, fire etc.) Country experiences (earthquake, tsunami etc.) according to development levels in crisis management due to natural disasters due to geological structures
11 Meteor rains, volcano activities (events and future scenarios)
12 Epidemic diseases (bird flu, grasshopper outbreak etc.) and crisis planning

- To analyze the given case studies.
