Course Objective

To put forward the Philosophy of the Local and Regional Governments of the Council of Europe, to put forward the contents of basic agreements and conventions as well as the approaches of member countries, to ensure awareness of Turkey of the developments in the member states of the Council as a member to the Council of Europe and the changing legal-corporate responsibilities and to make preparations for the democratization activities in the process of European Union both as a candidate country and for a dynamic Turkey.

Learning Outcomes of the Course Unit

1   Being able to define the basic philosophy of local goverments and purpose of European Council foundation
2   Being able to analyze basic regulations, agreements and treaties which are related to local governments in Europe
3   Being able to analyze European local and regional governments according to chosen countries
4   Being able to compare structural features of European local governments and Turkish local governments
5   Being to internalize good government and governance practices considering the modern and developing dynamics of local social capital in democratic governments
