Course Objective

To put forward the general theory of constitutional law in the context of the state, democracy, fundamental rights and freedoms and to classify duties and powers of the organs of the state

Learning Outcomes of the Course Unit

1   Being able to identify subject of constitutional law.
2   Being able to clarify the concept of the supremacy of Constitution,
3   Being able to identify the elements of the state,
4   Being able to classify governmental systems
5   Being able to describe the main features of the 1982 Constitution,
6   Being able to explain the structure and functions of the organs of the state
7   Being able to summarize the structure and powers of the Turkish Constitutional Court

1 Concepts of the Constitution and constitutional law, the historical development of constitutional law.Power to make and change the Constitution.
2 The concept of state, origin and elements of the state. Monarchy and republic
3 Unitary state and federal government
4 Government systems
5 Ottoman - Turkish constitutional developments, 1921-1924 - 1961 Constitutions
6 Main characteristics of the 1982 Constitution and the 1982 Constitution.
7 1982 Constitution : The Legislature; status, elections, main duties and powers of the legislative branch
8 Mid-term exam
9 Mid-term exam
10 Working order and internal structure of the legislative branch. 1982 Constitution : The executive: The President of the Republic (election, duties, responsibilities)
11 The Council of Ministers (the formation of the duties and responsibilities of the prime minister and ministers)
12 1982 Constitution; The judiciary; Constitutional principles
13 Constitutional Court : the structure and the powers of the Turkish Constitutional Court
14 Constitutional review procedures.
