General Description

History


Public Law Non-thesis Master's Program is founded within the scope of department of public law. According to the article 20 of D.E.U Regulations of Postgraduate Education the object of Graduates Program with thesis is gaining deep knowledge on vocational issues and practising of existing knowledge. In this direction, the object of program is providing specialization in the relevant field of students who are graduated from law faculty.

Qualification Awarded

Students, who passed exams of all lectures and at the end of the program whose project is accepted, become Master s Degree.

Specific Admission Requirements

First Cycle Degree in the same or in related disciplines, Transcript, Acceptable score on ALES (Academic Personnel and Graduate Education Entrance Exam) or Equivalent GRE, GMAT score. Acceptable score on Language Proficiency Tests. Acceptable weighted score based on the first cycle cumulative grade point average (GPA) and ALES score. The exceptions to the requirements of ALES and Foreign Language Proficiency scores is announced by the Graduate School. However, ALES requirement is waived for the admissions to the second cycle graduate programs offered by the Conservatory and the departments of Fine Arts Faculty, where students are admitted only by the Artistic Aptitude Test as well as for the graduates of doctorate /arts proficiency/medical residency/ dental residency/ veterinary residency/ pharmaceutical residency programs. Final admission is based on the evaluation of the related academic unit committee. International student admission requirements are decided by the Graduate School Executive Committee.

Specific Arrangements for Recognition of Prior Learning (Formal, Non-Formal and Informal)

Transfer Students:
The transfer student candidates from Turkish or foreign universities are subject to the YOK Legislation "The transfer, double degree, minor degree and inter-institutional credit transfer" and to the evaluation conditions determined by Dokuz Eylul University Senate.
The transfer quotas are determined and announced by Turkish Higher Education Council (YOK). The evaluation of the candidates are done by the school evaluation commmisin and approved by the management

The Graduate Transfers:
The short cycle graduates are given the right to be admitted to the first cycle programs if they comply with the conditions set by the "The transfer of Short Cycle Program Graduates to First Cycle Programs" Legilation of Turkish Higher Education Council (YOK)
The universities inform YOK regarding the quotas and YOK announces the quotas and conditions in "Graduate Transfer Guide" and the placements are managed by YOK due to the results of nationwide graduate transfer exam.

According to the Regulations of Dokuz Eylül University for Graduate Schools, students are not connected to the right for internal transfer, previously taken courses at another graduate programme by another university with a successful grade may be
recognized by the related programmes after the letter of the students includes course contents and the transcript, and by the recommendation of the head of the departments and by the decision of the Board of Directors. The courses taken by the outgoing
Exchange students have the recognition at the school either as compulsory or elective.

Four-year Faculty of Law graduates can apply to this program.

Profile of the Programme

The object of this programme is gaining detailed deep knowledge on vocational issues and learning practises of existing knowledge. The language of education of the program is Turkish.

1   Interpreting and arguing the concepts of public law with scientific methods and sustaining proposals for solutions.
2   Acquiring the skills of lifelong learning and having the competency of evaluating the private law knowledge critically, guiding the learning and performing advance level studies individually.
3   Having a capacity of using at least one foreign language for oral and written communications.
4   Analyzing and improving the idea of human rights on national and international level.
5   Realizing the importance of constitutional entities and democracy in public law system.
6   Having the enough knowledge of methodology of law for solving the legal disputes and conflicts.
7   Analyzing the impacts of international law to Turkish law.
8   Having the advanced knowledge about fundamental rights, general principles of law and human rights.
9   Following the recent developments about different fields of public law in comparative law.
10   Having the ability of using software and hardware knowledge and the information and communication technologies at a required level.
11   Analyzing the power of punishment that belongs to the state and the exercise of this power in public law.
12   For the exercise of rights and freedoms that are enacted on national and international level, associating each one to another from political, social, cultural, administrative, environmental and legal points.
13   Analyzing all the infringements of the values protected by law from different points of view.

Examination Regulations, Assessment and Grading

Evaluation and assessment methods for each course is defined in the the Course Description Form which is prepared by related faculty member / s and included in the information package. Exams and course success notes is subject to the relevant articles of the DEU Regulation on Graduate Education.

Graduation Requirements

Second Cycle (Master's Degree) Non-Thesis Program is comprised of courses (at least 85 ECTS), Term Project (5 ECTS), in total 90 ECTS credits. Students must have minimum Cumulative Grade Point Average (CGPA) of 2.50/4.00 and completed all the courses with at least CB/S/TP grades.
