2   Carry out comparative analysis of the factors affecting education
3   Understand the reflections of new socio-cultural, economic, and technological developments on today's and tomorrow's educatio
4   Discuss educational problems comparatively
5   Compare innovations and reforms in the EU and various countries, evaluate similarities and differences
6   Use educational indicators comparatively to evaluate the Turkish education system and to understand educational reforms in Turkey and to develop innovation and reform proposals

2 Examination of reports of national and international institutions 1: Educational Research indicators; social, political, economic and technological factors affecting education,
3 Assessment of quality pursuits in education; student achievement; basic qualifications and skills
4 Education reforms of European Union countries
5 Education reforms in Turkey, and the EU
6 Educational policies and reforms in some other central government-oriented countries (such as the example of France)
7 Education policies and reforms focused on local government: such as the UK, USA, Germany and Brazil
8 Central-Local Government oriented education systems: education policies and reforms in Nordic countries such as Norway and Finland
9 Central-Local Education policies and reforms in some Far Eastern countries: Japan, Korea, Singapore
10 Study of higher education policies and reforms in the international dimension 1: USA and EU and some European countries
