General Description

History

Disaster Management Thesis and Non-Thesis Master's programs, which started to provide education in the Information Management Department in 2014-2015, started to provide education as Disaster Management Doctorate, Thesis and Non-Thesis Master's programs within the Disaster Management Department, which was established in 2015. The language of education is Turkish.

Disaster administration and emergency planning has changed significantly in recent years. Number and violence of disasters affects the world, Türkiye and our region in an increasing amount. Continuously changing complex technologies, migrations and public policies both affects and being affected from disasters. These relations revealed the necessity of emergency planning and programming the intervention abilities both for public and private sector administration strategies. These complex problems and necessities, revealed the vitality of analyzing the subjects of disaster administration and emergency plan in a multidimensional and comprehensive way. Today, both public and private sector needs more sophisticated and talented administrators and specialists about emergency and disaster subjects.

Because of these major reasons, Disaster Administration Programme is designed to help the development of today s and future s administrators and staffs by making them gain the information and problem solving ability against complex issues. This program aims to teach about the changing rules and practices on disaster administration and types of natural disasters, within their contemporary application. With this program, it is also aimed to develop guiding models for central and local government. Furthermore, the program purposes the necessary risk-crisis analysis information to government and governance organisations. Students in post graduate status from Emergency and Natural Disaster, Natural Disaster Administration Programs can apply. The applicants who wish to specialise on the Natural Disaster Administration; shall acquire the skill to develop the necessary strategy within the ability of comprehend, interpret and evaluate the latest developments. With this education, it is aimed to meet the need of expert on the field in both locally and national wide.

Specific Admission Requirements

Second Cycle Degree in the same or in related disciplines. Acceptable score on ALES (Academic Personnel and Graduate Education Entrance Exam) or Equivalent GRE, GMAT score. Acceptable score on Language Proficiency Tests. Acceptable weighted score based on the first or second cycle (with thesis) cumulative grade point average (GPA) and ALES score. However, ALES requirement is waived for the graduates of doctorate /arts proficiency/medical residency/ dental residency/ veterinary residency/ pharmaceutical residency programs as well as for the admissions to the graduate programs offered by the Conservatory and the departments of Fine Arts Faculty, where students are admitted only by the Artistic Aptitude Test. Final admission is based on the evaluation of the related academic unit committee. International student admission requirements are decided by the Graduate School Executive Committee.

Specific Arrangements for Recognition of Prior Learning (Formal, Non-Formal and Informal)

Transfer Students:
The transfer student candidates from Turkish or foreign universities are subject to the YOK Legislation "The transfer, double degree, minor degree and inter-institutional credit transfer" and to the evaluation conditions determined by Dokuz Eylul University Senate.
The transfer quotas are determined and announced by Turkish Higher Education Council (YOK). The evaluation of the candidates are done by the school evaluation commmisin and approved by the management

The Graduate Transfers:
The short cycle graduates are given the right to be admitted to the first cycle programs if they comply with the conditions set by the "The transfer of Short Cycle Program Graduates to First Cycle Programs" Legilation of Turkish Higher Education Council (YOK)
The universities inform YOK regarding the quotas and YOK announces the quotas and conditions in "Graduate Transfer Guide" and the placements are managed by YOK due to the results of nationwide graduate transfer exam.

According to the Regulations of Dokuz Eylül University for Graduate Schools, students are not connected to the right for internal transfer, previously taken courses at another graduate programme by another university with a successful grade may be
recognized by the related programmes after the letter of the students includes course contents and the transcript, and by the recommendation of the head of the departments and by the decision of the Board of Directors. The courses taken by the outgoing
Exchange students have the recognition at the school either as compulsory or elective.

4 years, 2 semesters per year,16 weeks per semester, 240 ECTS in total.

Key Learning Outcomes

1   To be able to integrate the theoretical bases of the manager s responsibility concerning Disaster Administration with practice, to be able to gain theoretical and practical information, and to be able to use it in agreement with ethical principles.
2   To be able to develop and deepen one s knowledge by completing it in line with the information obtained in different institutions and the new developments on this matter, to be able to reach the knowledge whereby one can make a comparative analysis and synthesis with the examples of different countries, and to be able to produce models.
3   To be able to analyze the responsibilities of a manager and the staff with roles of assisting the manager with respect to the process of disaster management on the network of international and global relations and concerning the linked issues.
4   To be able to comprehend the interdisciplinary interaction with which the field of Disaster Administration is associated.
5   To be able to produce scientific publications by using case assessments about the types of disaster concerning disaster management both in Turkey and around the world as well as the appropriate research methods.
6   To be able to produce national and international scientific publications by using the appropriate research methods.

Occupational Profiles of Graduates with Examples

The doctorate program in Disaster Administration aims to educate students with a theoretical background which also includes knowing the theories about public administration, accessing to information and the ability to interpret information. In that way, it is aimed students to gain theoretical knowledge in the fields of political science, urban and environmental problems, administrative sciences and law. Also it is aimed to associate theoretical knowledge with the practices by using the different methods such as paper, project and field research. As of secondary class, it is enabled students to specialize in the fields which they want to specialization by elective courses in their programs.

Access to Further Studies

Graduates may apply to post doctorate studies.

Course Structure Diagram with Credits

Disaster Administration Ph.D. Programme obligates 5 obligatory (filed study and seminar included) and 9 elective courses. There are 23 elective courses for three semesters. All elective courses are offered by the Department of Disaster Administration. There is no pool of obligatory or selective courses offered by the University. There are no prerequisite courses. All the courses are based on semester credit system. The principal aim of the courses is to get the students equipped with the necessary knowledge, skills and competences in regard to the historical, economic, legal, institutional, political, financial, regional, commercial and social aspects of Disaster Administration.

Graduation Requirements

Third Cycle (Doctorate Degree) Program with thesis is comprised of courses (81 ECTS), a field study (6 ECTS), a seminar (3 ECTS) and thesis (150 ECTS), in total 240 ECTS credits. Students must have minimum Cumulative Grade Point Average (CGPA) of 2.50/4.00 and completed all the courses with at least CB/S/TP grades.
