Course Objective

The objective of this course is to examine the international human rights mechanisms for the protection of human rights. International human rights law practice emerged following the World War II and developed rapidly. For the protection of human rights, various mechanisms have been constituted within the framework of the United Nations which is an international organization and the European Council, the Organization of American States and the African Union that are regional organizations. Some of these protection mechanisms are treaty based while others are non-treaty based. Within the scope of this course, it's aimed that the studens will be able to comprehend the said institutional and the case law developments.

Learning Outcomes of the Course Unit

1   To be able to analyze the historical development of human rights and human rights law
2   To be able to explain about the international organizations at the international and regional level regarding the protection of human rights.
3   To be able to evaluate the international human rights conventions and the case law of the convenventionbodys established by these conventions
4   To be able to analyze the non treaty based human rights protection mechanisms
5   To be able to comprehend the ways of applying to international supervisory bodies
6   To be able to establish a relationship between the decisions of the national human rights supervisory bodys and the international human rights control mechanisms.

1 Historical development of human rights, basic concepts related to human rights
2 Historical development of international human rights law
3 Establishment of the United Nations and the organs of the United Nations
4 United Nations Universal Declaration of Human Rights and United Nations human rights conventions
5 Core UN human rights conventions and their supervisory bodies
6 Examination of the selected UN core human rights conventions: ICCPR , ICESCR, CEDAW, UNCRC, UNCRPD
7 Midterm exam/The structure of the supervisory bodies (committees) of the United Nations Conventions and the characteristics of their decisions
8 United Nation's non-treaty based human rights control mechanism: Human Rights Council and its mechanisms.
9 The establishment of the Council of Europe and human rights conventions adopted in the framework of the Council of Europe
10 The main features of the European Convention on Human Rights and the structure of the European Court of Human Rights
11 Charasteristics, and execution of the European Court of Human Rights decisions- judgments / Assignment presentation
12 Human rights conventions adopted in the framework of Council of Europe (other than the ECHR) and their supervisory bodies/ Assignment presentation
13 The protection of human rights under the Organization of American States and the African Union/ Assignment presentation
