The aim of the course is to understand the government structures and the legislation concerning local governments and to interrogate their philosophical grounds.

3 Current changes in the basic legislation concerning local governments
4 Strategic bases for the legislation concerning local governments
5 Common structurings in the relations between International Agreements and local legislation
6 Structuring movements in public administration and social dynamics
7 Mid-Term Exam
8 Theories of socialization and democratization at local level
9 Development Agencies, dynamic negotiation media
10 Strategic approaches to subjects of social exclusion
11 Effect of political parties on local democratic structuring (their modern theoretical bases)
12 Reactions of political parties and non-governmental organizations to local democratic structuring in Turkey
