Course Objective

This course aims at giving general conceptual knowledge pertaining to urban governance and planning law, analysing the economic, political and spatial processes underlying the legislation of urban governance and city planning in Türkiye, defining the new actors leading the planning practice, discussing the legislation concerning the urban governance and city planning in the axis of post-2000 neo-liberal policies in Türkiye.

1   Defining the basic relationship between the city and the spheres of governance and law,
2   Explaining the economic, political and spatial processes underlying the legislation of urban governance and city planning in Türkiye,
3   Describing the new actors leading the planning practice in Türkiye
4   Explaining the relationship between planning and public interest,
5   Defining the relationship between the neoliberal restructuring process of the post-2000 period in Türkiye and the legislation concerning the urban governance and city planning,
6   Explaining the legislation concerning the urban governance and city planning in the post-2000 period in Türkiye

1 The relationship between the city and the spheres of governance and law.
2 The development of the legislation concerning urban governance and city planning in Türkiye in the pre-1980 period and in the period between 1980-2000
3 The background of the legislation concerning urban governance and city planning in the axis of neo-liberal policies in post-2000 period
4 Discussions on the development of a new by-law in the post-2000 period
5 Conceptual meaning of public interest. The relationship between planning and public interest on the basis of the related acts and items existing in legislation
6 The changing role of the state in the post-2000 period and the urban governance. Related legal arrangements in the sphere of urban governance
7 The new actors of planning in the post-2000 period (TOKI-OIB, etc.)
8 Legal arrangements in the coastal areas in the post-2000 period
9 Legal arrangements in tourism areas in the post-2000 period
10 Legal arrangements in conservation areas in the post-2000 period
11 Legal arrangements in urban regeneration areas in the post-2000 period
12 Legal arrangements in the sphere of regional planning in the post-2000 period
