Course Objective

Understanding the concept and functions of the state as different countries and periods, and explaining the financial ways of public services and which services are wrapping to public status with different country samples and preparing an infrastructure about basic terms.

Learning Outcomes of the Course Unit

1   Be able to define the main fiscal functions (duties) of the state from the ancient to now.
2   Be able to diagnose the financing of public service by classifying the the diversified functions of the state in financial aspect
3   Be able to explain the fiscal applications of historical fiscal system in Greece, Roman and Egypt etc. in terms of Christianity, Judaism and Islamic beliefs
4   Be able to classify the different fiscal instruments of The Ottoman Empire and explain its differences from others.
5   Be able to summarize the reasons and outcomes of the success/failure of typical fiscal models applied by The Ottoman Empire.
6   Be able to make judgments about fiscal applications of The Ottoman Empire which has an important role for the history of the world.
