Course Objective

It s aims to define the concept administrative, to examine Turkish administration structure, the administration of public services that need staff (public personnel), goods (public goods), tools (administrative procedures and administrative contracts-police), as well as responsibility (responsibility of administration).

Learning Outcomes of the Course Unit

1   Being able to define the concept of Administration in organic and functionally meaning
2   Being able to discuss the constitutional principles dominated administrative law
3   Being able to introduce administrative structure of the Republic of Turkey.
4   Being able to review the the administrative procedures.
5   Being able to outline issues of public service and administrative police.
6   Being able to identify the public servants and public goods.
7   Being able to responsibility for the administration to identify.
8   Being able to determine the ways of non-judicial controls of the administration.

2 The purpose of the administrative functions and features, Constitutional and administrative, constitutional principles that dominate the Administration
3 Constitutional principles that dominate the administration: Hierarchy and tutelage. The principles of hierarchy and administrative tutelage.
4 The origin of administrative law, it s growth, and regulation area.
5 Individual Administrative Procedures.
6 Duty and authority codes of administrative decisions, the cases of disability.
7 Administration authorities and public services.
8 Mid-term exam

10 Responsibility of administration, conditions, and types.
11 Public servants
12 Central organization and provincial organization
