Course Objective

It is aimed the applicable legislation and practices of other public employees (Judges and Prosecutors, Personnel of Turkish Armed Forces, Academic Staff, Contract Staff Regulations), the works of the norm staff analysis, the unemployment and employment strategies in Turkey in comparison with the European Union and the efforts of public personnel administration reform; to be examined and discussed in the light of the new public administation approach

Learning Outcomes of the Course Unit

1   Being able to examine the public personnel legislation and administration in a broad sense
2   Being able to review the personnel regulations of Judges and Prosecutors, the personnel regulations of Turkish Armed Forces, the personnel regulations of the Council of Higher Education, Civil Servants Law 4/b, State Economic Enterprises and the new regulations of contractual personnel
3   Being able to examine the works of the norm Staff analysis
4   Being able to analyze the problems and strategies of unemployment and employment in the European Union and Turkey by the numbers.
5   Being able to evaluate the reform efforts of public personnel administration
6   Being able to introduce thoroughly all aspects of the public personnel unionism

11 The international experiences in public personnel administration
12 European Union Employment Strategy and Turkey (the evaluation in term of public institutions)
13 The norm staff regulations of civil servants and the works of the norm staff analysis
