Course Objective

It s aims to express the basic principles of public servants unions law and to ensure the personnel that employed in public administration dominated by the trade union legislation.

Learning Outcomes of the Course Unit

1   Being able to sort principles of organization and service arms of public unions.
2   Being able to distinguish between the public and private union organizations.
3   Being able to explain the trade union guarantees.
4   Being able to explain the issues with examples of court decisions.
5   Being able to classify incomes and expenses of the public unions.
6   Being able to negotiate the resolutions of disputes.

Course Contents

Week Subject Description
1 The concept of the union, union freedoms, the historical development of public service unions, the right of association in public service in accordance with ILO conventions, the overall presentation of the Law No. 4688
2 Service arms of public unions. Its organization and establishment procedures
3 Organs and tasks of the unions.
4 Meeting times, the number of quorum for decisions, the principles apply to elections.
5 The acquisition and loss of trade union membership, people who cannot be member of union.
6 Confederacy and membership of international organizations7
7 Authorities and activities of unions and confederations, incomes-expenses, administrative and financial control.
8 Judicial Decisions
9 Social and Economic Rights
10 Collective bargaining, the parties, the scope of collective bargaining
11 Conclusion of collective bargaining and the agreed text, the conflict identification
12 Solution of conflict and conciliation committee, and the combination and participate of unions and confederations.
13 Closing of unions and its results.
14 Comparison of the union legislation
