Course Objective

To gain strategical thinking, planning qualifications for public administrators and aiming analyzing regulations about strategical approaches.

Learning Outcomes of the Course Unit

1   Being able to define basic components of public administration sustainabilities.
2   Being able to analiyze related regulations of strategical planning.
3   Being able to interpret the relation between public administration and citizenship.
4   Being able to analyze institutional structure between internal and external shareholders of foundations.
5   Being able to determine strategical planing process.
6   Being able to explain projecting and ability of strategical planing by samples.

1 Introduction, general information about the course, explanation of the concepts in general terms, evaluation of the importance of the course in the learning plan.
2 Theoretical Approach to Strategical Planning and its Functionality, Definition of the basic terminology
3 The importance and benefits of strategical planning. The differences between strategical plans and other plans.
4 The relation between discipline of Public administration and strategical planning
5 The relation between strategical planning and Turkish public administration reform practises.
6 Administrative, legislative and financial resources of strategical planning in Türkiye.
7 public finance management and control law and related regulations.
8 Strategical administration research. (DPT, TUIK)
9 local governments and strategical planning (General principles, examples).
10 The Phases of strategical Planning 1- Theoritical
11 The Phases of Strategical Planning 2- Theoritical
12 strategical Planning 1- Practise
13 strategical Planning 2- Practise
14 General evaluation and reminder, reviewing the degree of achievement of the learning outcomes of the course by making a situation analysis of the period.
