Course Objective

The aim of this course is to teach the students the reforms in the Ottoman Empire from traditional reformist attempts to the Republic and the changes in management understanding.

Learning Outcomes of the Course Unit

1   To be able to define the basic elements of reform and reform efforts
2   To be able to summarize the changes in the administrative structure of the Ottoman state at the end of reforms made during the Tanzimat period
3   To be able to interpret the reforms in the second Abdülhamid period
4   To be able to interpret the reforms in the second Constitutional period
5   To be able to interpret the reflections of Ottoman modernization on Turkish Republic administration

6 Innovations in military, administrative and education during the second Mahmut period
7 Internal and external developments preparing the Tanzimat Decree
8 General Review, Course Evaluation, Midterm Exam
9 Legal Studies in the Tanzimat period
10 Reactions to tanzimat and the establishment of political organizations
11 New Ottoman movement, their activities and discourses
12 The role of innovative intellectuals in the transition to the Constitutional Monarchy and the Kanun-ı Esasi
13 Development and demands of the Turkish opposition in the second Abdülhamid period
14 Transition to second Constitutional government and reform movements
15 Final Exam
