Course Objective

The importance of determining and applying ethic behaviours like transparency, neutrality, honesty, accountability, seeking public interest both for public and private officers is getting more important. Teaching ethic values and related legal arrangements is aimed for his lesson. Because bases of problems before, during and after disasters are caused from not to obey the missions, rules and working principles of services. Internalization of philosophy of governance and establishing dialogues are the main goals of this lesson because of its primary importance for working together.

Learning Outcomes of the Course Unit

1   Be able to know basic legislation and international principles about ethic values,
2   Be able to know and solve the problems caused because of not to obey the ethic values before, during and after disasters,
3   Be able to realize responsibilities of public administrator among ethic codes of administration,
4   Be able to realize philosophy of governance and to gain ability to apply as a tool of effective coordination and cooperation in disaster administration
5   Be able to learn out of ethic developments in the past, to know problems and to gain an ability for interception,
