Course Objective

Being a fundamental course of the Public Administration Programme, the main objective of the Council of Europe and Local Governments Course is to introduce students the basic philosophy of the European Union and the Council of Europe, to introduce the agreements for local and regional governments that lead the formations of local governments, to introduce the local government organizations of the countries selected by their administrative differences and to ensure the internalization of local democracy.

Learning Outcomes of the Course Unit

1   To study the basic philosophy of the local and regional governments in the European Union and the Council of Europe.
2   To study the agreements, the conventions and the basic regulations in force regarding to the local governments in Europe generally.
3   To study the elective local and regional governments of the European countries.
4   To study the local governments in Türkiye and the European local governmets by structurally comparing them.
5   To analyze the local governments of the selected Non-European countries by comparing them with the EU countries.

1 The presentation of the general framework of the course, the basic philosophy of local democracy and negotiator democratic structure
2 The principle of subsidiarity
3 Common approaches to the structure of local governments and service in the philosophy of the Congress of Local and Regional Authorities of the Council of Europe
4 The European Charter of Local Self-Government organizational analysis of countries
5 Organizational analysis of the countries of EU and the Council of Europe (local governments in the countries which are governed by kingdoms)
6 Organizational analysis of the countries of EU and the Council of Europe (local governments in the countries which are governed by republics)
7 Europe Outline Convention on Transfrontier Co-operaion between Territorial Comunities or Authorities Countries
8 European Landscape Convention Countries
9 The Draft European Charter of Mountain Regions and other legal regulations.
10 Convention on the Participation of Foreigners in Public Life at Local Level Countries
11 Europe Urban Charter (I-II) / Homework Analysis
12 Revised European Charter on the Participation of Young People in Local and Regional Life / Homework Analysis
13 European Charter for Regional and Minority Languages, Framework Convention for the Protection of National Minorities, the general approach and their effects on the local government structure.
14 Non-EU local governments.
