Course Objective

The Purpose of the Course: Can governments shape the socio-economic life beyond monetary and fiscal policies What are the boundaries of the general framework of regulations that arise in this context What kind of public costs do distorted competitive markets cause as a result of regulation Can these areas be regulated by rules How can regulations be used for socio-economic purposes What are the regulatory state's findings regarding regulation How many types of regulation are there and how are they made functional What are the criteria for the success of regulations What kind of problems does it create in markets if there is over-regulation Under what conditions is deregulation necessary What are the examples of regulation practices in developed and developing countries How is the regulation of education and health services done How can regulations be managed without damaging the social state understanding What are the public costs of the unregulated presentation of energy, transportation, and communication by market powers How should regulation of these economic services be Are there any prominent differences when comparing global and Turkish examples What are the regulatory and supervisory institutions in our country What authority and responsibility do they have in these service areas What is the legal framework of regulations Can global crises be prevented by regulation This course aims to find answers to these questions and provide a general framework and practice principles in Turkey regarding public regulation.

Learning Outcomes of the Course Unit

2   To justify the necessity of public interventions in the context of distorted competitive markets.
3   To determine the boundaries of regulations aimed at socio-economic purposes.
4   To learn the regulatory state approach and regulation theories.
5   To examine regulation types and methods and determine the boundaries of regulation.
6   To recognize tax principles found in political and legal documents.
7   To evaluate regulation policies in developed and developing countries.
8   To understand regulation of social and economic services without damage to the social state understanding.
9   To compare global and Turkish examples in regulation.

Planned Learning Activities and Teaching Methods

The courses specified in the program will be taught using both theoretical and practical examples, with the help of course materials. Topics will be explored through class discussions. The last two weeks of the course will be enriched with presentations by the authorities (our graduates) working in the aforementioned institutions.
