Course Objective

The contents of the course at least covers the minimum knowledge, understanding and proficiency required for certification listed in column 2 of table A-II/1 for the function of ` Navigation at The Operational Level

Learning Outcomes of the Course Unit

1   Understanding International Regulations and Standards: Students will learn about key international maritime safety and security regulations, including the International Convention for the Safety of Life at Sea (SOLAS), the International Ship and Port Facility Security (ISPS) Code, and the International Safety Management (ISM) Code. They will understand how these frameworks are applied in maritime operations.
2   Risk Assessment and Management: Participants will gain skills in identifying, assessing, and managing safety and security risks in maritime settings. They will learn to develop and implement risk mitigation strategies to prevent accidents and security breaches.
3   Emergency Preparedness and Response: Learners will understand how to prepare for and respond to maritime emergencies, including man-overboard incidents, fires, collisions, and environmental hazards. They will learn about the coordination of emergency responses, communication protocols, and the management of resources during emergencies.
4   Security Measures and Planning: Students will acquire knowledge on maritime security planning, including the development and implementation of ship security plans in compliance with the ISPS Code. They will learn about measures to prevent unauthorized access, piracy, armed robbery, and other security threats.
5   Safety Culture and Leadership: The course will emphasize the importance of a positive safety culture and effective leadership in promoting safety and security onboard. Participants will learn about the roles and responsibilities of various crew members in maintaining a safe and secure maritime environment.
6   Incident Investigation and Analysis: Learners will be equipped with skills to conduct thorough investigations of safety and security incidents. They will learn how to analyze incidents to identify root causes and develop strategies to prevent future occurrences.
7   Communication and Coordination: The course will highlight the importance of effective communication and coordination among crew members, port authorities, and other stakeholders in enhancing maritime safety and security. Students will learn about communication protocols and tools for effective collaboration.
8   Technological Solutions for Safety and Security: Participants will be introduced to the latest technologies and tools used in maritime safety and security, including surveillance, tracking, and detection systems, and how these can be integrated into safety and security practices.
9   Environmental Safety and Compliance: Students will understand the environmental aspects of maritime safety, including the management of hazardous materials, pollution prevention, and compliance with environmental regulations like the International Convention for the Prevention of Pollution from Ships (MARPOL).
10   Training and Drills: The course will cover the importance of regular safety and security training and drills for crew members, ensuring they are prepared to respond effectively in various scenarios.

1 Introduction to Maritime Safety and Security: Overview of the key concepts, including the importance of safety and security in maritime operations and the potential risks and threats faced in the maritime sector.
2 International Maritime Safety and Security Regulations: Detailed examination of international conventions and regulations, such as the International Convention for the Safety of Life at Sea (SOLAS), the International Ship and Port Facility Security (ISPS) Code, and the International Safety Management (ISM) Code.
3 Risk Assessment and Management: Instruction on how to conduct risk assessments and implement risk management strategies on board ships and at port facilities, focusing on identifying, evaluating, and mitigating potential safety and security risks.
4 Ship and Port Facility Security: Detailed guidance on developing, implementing, and maintaining ship security plans and port facility security plans, in compliance with the ISPS Code.
5 Safety Management Systems: Examination of the elements of a safety management system (SMS) as required by the ISM Code, including the roles and responsibilities of personnel, procedures for reporting accidents and non-conformities, and methods for conducting audits and reviews.
6 Emergency Preparedness and Response: Training on preparing for and responding to various emergencies at sea, such as fires, collisions, man overboard, piracy, and pollution incidents, including the use of emergency equipment and conducting drills.
7 Maritime Security Measures: Discussion of specific security measures and practices to prevent and respond to threats like piracy, terrorism, smuggling, and stowaways, including physical security, access control, and surveillance.
8 Communication and Coordination: Emphasis on the importance of effective communication and coordination among the crew, with port authorities, and other vessels, especially in emergency and security situations.
9 Incident Investigation and Reporting: Instruction on how to conduct thorough investigations of safety and security incidents, including collecting evidence, analyzing root causes, and preparing reports
10 Environmental Protection and Compliance: Coverage of environmental safety considerations, including compliance with the MARPOL Convention, handling of hazardous materials, and strategies for pollution prevention.
11 Training, Drills, and Exercises: Guidance on how to plan, conduct, and evaluate training sessions, drills, and exercises to ensure crew readiness in safety and security matters.
12 Case Studies and Best Practices: Analysis of historical incidents and case studies to understand common pitfalls, effective strategies, and best practices in maritime safety and security.
