Course Objective

This course is concerned with understanding the role of government in the economy through taxation and expenditure. This course will cover both the classic topics in this area, such as the provision of public goods, externalities and the design of taxation, as well more modern themes. The political economy approach to public finance, globalization, the international dimension in government decision-making are topics to be covered in this class in addition to the tax side, with issues of mobile tax bases and tax competition.

Learning Outcomes of the Course Unit

1   Be able to understand basic microeconomic and game theory tools and be able to understand their applications in public economics settings.
2   Be kept aware of latest developments in public economics and tools for analysis so as to be able to understand theoretical and empirical applications and policy implication
3   Prepare and present a topic in public econhomics by making research in media and at the library

Assessment Criteria

1. The learner will show understanding of welfare analysis; concepts of fairness, equity and efficiency; social welfare , voting behaviour, political Institutions and economic policy, international aspects of public economics.
2. The learner will interpret policy design in terms of commodities, income taxation, public goods and externalities, policy outcomes.
3. The learner will present selected topics in public economics.
4. The learner will discuss about the assigned reading material.
