Course Objective

The concept and characteristics of disaster, Earthquake legislation, Flood water legislation, Competent authority, provincial, local authorities and division of labor in disasters, Public personnel on duty in disasters and temporary assignments, Duties and authorities of the administration in preventing disasters, Duties and authorities of the administration during disasters, Duties and authorities of the administration after disasters, Financial responsibility arising from disasters, Collection and distribution of aid after disasters, Voluntary participation in disaster services, Urban transformation and property problems in disaster risk areas, Examples of disaster public services, Providing information on judicial control of decisions regarding disasters.

Learning Outcomes of the Course Unit

1   Knowing the legal basis of disaster management,
2   Knowing property issues in disaster risk areas,
3   Learning about administrative responsibilities in disasters,
4   Being able to conduct judicial review of decisions regarding disasters,
5   Being able to ensure social trust by ensuring the effectiveness of voluntary work, collection and distribution of aid in disasters,
6   Being able to gain skills in the distribution of authority and workforce planning of personnel during, before and after a disaster.
