Course Objective

The aim of the course is to provide the ability to solve and resist the direction of threat of chaotic atmosphere emerged by different reactions which disasters create on settlement security. Nowadays, terrorist attacks are one of the important reasons of major crisis. Terrorist attacks threaten city-region and country security in every level. Issues such as crisis administration (including risk) linked to terrorist attacks, the assessment of terrorist risks along with law enforcement agencies, the planning of intervention operations after attacks, the anxiety that may arise in society, the management of fear and panic require disciplinary approaches. The course "Disaster Administration and Terrorist Attacks" which can be evaluated as a basic lesson is to teach the public manager the knowledge and skills about the evaluation of terror risks, analyzing and managing crisis situations related to terrorism in disaster plans in the world and our country where the terrorist incidents are frequent.

Learning Outcomes of the Course Unit

1   To learn what terrorism is, its types, characteristics and sources, to evaluate risk and crisis situations,
2   Having knowledge about regional and global terror organizations,
3   To guess the attack direction of terrorist groups and to know their strategies
4   To see and to eliminate the threats arising from imperfections in the administration,
5   To know the economic and social effects of terrorism,
6   To know the political causes and consequences of terrorism, to see networks of influence, to develop concrete preventive proposals.

1 Public Security and Classification of Threats Generally, Definition of basic terminology related to the course (risk, security, threat, ethics, law enforcement, terror, organization)
2 State, State of Law and the Elements of Democracy,
3 Human rights and The concept of security in the international law
4 Elements of Urban Security and Settlement Security, Quality of Life Indicators
5 The definition of terrorism in history and the changing definition of terrorism in the 21st century, terrorism with traditional weapons and mixed structures today.
6 The recognition of the terrorist threat in national and international dimensions, evaluation and para-biotic attacks
7 Chemical, biological, radioactive and nuclear terrorist attacks and case studies
8 Midterm Exam
9 Chemical, biological, radioactive and nuclear terrorist attacks and case studies
10 Human resources of terrorism socio-economic, cultural infrastructure relations
11 Security alarm in public administration, public charing in crisis and risk management
12 Organizational structures developed about terror-state-society dynamics and organization analysis
13 Organizational structures developed about terror-state-society dynamics and organization analysis
14 Terrorist attacks from the mistakes of the administration (poverty, immigration, deprivation etc.) and country examples and administrative evaluations
