Course Objective

The basic aim of this course is to present Environmental Impact Assessment (EIA) and Strategic Environmental Assesstment (SEA) which are developed as implementation means in the context of sustainable development, and to establish their relation with urban planning. Also in this course, approach ways of these tools to environmental problems are evaluated and so that this course aims to provide a critical perspective.

Learning Outcomes of the Course Unit

1   Recognize the importance of the EIA in the context of sustainable development,
2   Question the adequacy of the EIA to prevent environmental problems,
3   Distinguish the differences between the EIA and SEA,
4   Develop suggestions for the integration of the planning process and EIA,
5   Compare different EIA applications.

1 Introduction. Natural sources-Environment- Economy: The problem of destruction of ecological balance. Natural conservation - Environmental conservation, conceptual differences.
2 Environmental problems and their couses: Industrialization and urbanization. A solution to environmental problems: Our Common Future Report and the concept of "Sustainable Development
3 Introduction to Environmental Impact Assessment (EIA) as a means of "Sustainable Development: Description - Key Features - Application Areas.
4 Stages of the EIA study, the methods used. Presentation of EIA Report: general features and content.
5 Related legal and institutional background: EIA Directive, the Environmental Impact Assessment Regulations, the General Directorate of EIA and Planning - Purpose, scope and principles.
6 Relationship between the EIA and urban planning: "environmental protection" approach of the current urban planning legislation. Urban planning legislation - EIA relationship. EIA planning applications: the role of planning - the effect of the EIA.
7 Midterm examination
8 Adequacy of the EIA. Problems in the integration of EIA with planning.
9 Strategic Environmental Assessment (SEA): The emergence of the scope of the EIA critique, basic principles of the SEA Directive and application processes.
10 Stages of Strategic Environmental Assessment - Comparison with EIA
