Course Objective

To address the historical development of social welfare policies and the theoretical debates in this field. To evaluate the relationship of these policies with the discipline of public administration and the process of making social welfare policies within the framework of public policy making process. To define the social problem areas at the international level and to discuss the theoretical and political approaches behind the social welfare policies put forward for the solution of the problems in terms of public administration.

Learning Outcomes of the Course Unit

1   To learn the theoretical debates on the concept of social welfare policy.
2   To learn the historical development of social welfare policies.
3   To discuss the social problems that arise in different countries and to learn the different theories that are effective in solving these problems and their relationship with public administration.
4   To learn the role of social welfare policies in public policies
