Course Objective

It is aimed to examine the importance, purpose, qualification, functions, of public personnel administration, the aspects of public personnel administration differing from the practices in private sector, the development process of public personnel administration, the policies of contemporary public personnel administration and the principles of the Civil Servants Law No. 657

Learning Outcomes of the Course Unit

1   Being able to examine the principles of contemporary public personnel administration
2   Being able to state generally the purpose and importance of public personnel administration
3   Being able to differentiate the different and similar aspects of personnel administration/management in public and private sectors
4   Being able to review the history and administrative development of public personnel administration in Türkiye
5   Being able to evaluate policies on the applications of CSL

1 The importance , subject, purpose and qualification of personnel administration in public administration The functions of personnel administration, similarities / differences between public personnel administration and private sector personnel management
2 The development process of public personnel administration (in term of the idea of administrative science )
3 Systems in public personnel administration The development process of public personnel administration in Türkiye
4 The principles of contemporary public personnel administration; The constitutional / legal regulations related to public officials
5 In CSL No. 657, entry to civil service, exams, and probationary period
6 The appointment of primary civil servants, public personnel In-service training and Its practices
7 Public personnel in-service training and its applications
8 Midterm Exam
9 The duties and obligations of civil servants according to CSL
10 The prohibitions and rights (working conditions, permissions) of civil servants according to CSL
11 The evaluation of register of civil servants (success evaluation)
12 Evaluation
13 Performance management versus registry system
14 disciplinary provisions
15 general evaluation, analysing the situation related to the semester and reviewing the degree of achievement of the learning outcomes of the course
