Course Objective

The contents of the course at least covers the minimum knowledge, understanding and proficiency required for certification listed in column 2 of table A-II/1 for the function of ` Navigation at The Operational Level

Learning Outcomes of the Course Unit

1   Understanding of International Regulations and Standards: Mariners learn about international maritime safety and quality standards, including those set by the International Maritime Organization (IMO), SOLAS (Safety of Life at Sea), MARPOL (Marine Pollution), and ISM (International Safety Management) Code.
2   Risk Assessment and Management: Mariners are trained to identify, assess, and manage risks associated with maritime operations. This includes understanding the principles of risk management and the ability to implement effective risk control measures.
3   Safety Culture and Leadership: The course emphasizes the importance of establishing a strong safety culture onboard. Mariners learn about leadership practices that promote safety, encourage reporting and learning from incidents, and ensure continuous improvement.
4   Emergency Preparedness and Response: Learners acquire skills in preparing for and responding to various emergencies at sea, including fire, flooding, man overboard, and abandonment. This includes understanding emergency procedures, drills, and the use of emergency equipment.
5   Incident Investigation and Analysis: Mariners are taught how to conduct thorough investigations of incidents and near-misses. This includes collecting evidence, analyzing events to determine root causes, and implementing corrective actions to prevent recurrence.
6   Quality Assurance and Control: The course covers principles of quality management, including monitoring and improving operational processes, ensuring compliance with standards, and enhancing customer satisfaction.
7   Environmental Protection and Sustainability: Mariners learn about practices and regulations related to environmental protection, including waste management, emission control, and spill prevention. This is vital for reducing the environmental impact of maritime operations.
8   Health and Safety: The course addresses occupational health and safety practices onboard, focusing on preventing injuries and illnesses, ensuring safe working conditions, and promoting the well-being of all crew members.
9   Communication and Teamwork: Effective communication and teamwork are essential for safety and quality management. Mariners learn about communication protocols, teamwork strategies, and conflict resolution to enhance cooperation and coordination onboard.
10   Continuous Improvement: Lastly, mariners are taught the principles of continuous improvement in the context of safety and quality management, encouraging ongoing evaluation and enhancement of practices onboard.

1 Introduction to Maritime Safety: Overview of the fundamental concepts of safety at sea, including the importance of safety culture, the role of international maritime organizations, and key maritime safety conventions (e.g., SOLAS, MARPOL).
2 Risk Management: Techniques and strategies for identifying, assessing, and mitigating risks onboard. This includes understanding the probability and impact of different risks and implementing measures to reduce the likelihood and consequences of incidents.
3 Safety Procedures and Protocols: Detailed examination of safety procedures, emergency protocols, and the roles and responsibilities of crew members in maintaining safety. This includes training in emergency response, firefighting, and life-saving techniques.
4 Quality Management Systems: Introduction to quality management systems in the maritime industry, including the principles of the International Safety Management (ISM) Code. Understanding how to implement, maintain, and improve quality management systems onboard.
5 Compliance with Regulations: Detailed instruction on compliance with international regulations and standards, including those related to environmental protection, ship security, and the welfare of seafarers.
6 Incident and Accident Investigation: Training in the procedures for investigating incidents and accidents at sea, including root cause analysis, reporting mechanisms, and implementing corrective actions to prevent recurrence.
7 Health, Safety, and Environmental (HSE) Management: Strategies and practices for managing health, safety, and environmental issues onboard, emphasizing pollution prevention, waste management, and the promotion of occupational health and safety.
8 Emergency Preparedness and Response: Detailed training in preparing for and responding to emergencies at sea, including drills, the use of emergency equipment, and coordination with rescue services
9 Leadership and Crew Management: Focus on the leadership skills necessary for promoting a positive safety culture onboard, including effective communication, teamwork, and the management of crew welfare.
10 Audits and Inspections: Understanding the processes for conducting safety and quality audits and inspections onboard, including preparation, execution, and follow-up actions to ensure continuous improvement.
11 Continuous Improvement: Techniques for continuously improving safety and quality management practices, including feedback mechanisms, performance monitoring, and the adoption of best practices.
