Course Objective

It aims to define the concept of internet service in terms of administrative law, to discuss and explain the internet service in terms of universal service, to evaluate the general principles and rules of public service in terms of internet service, to discuss the internet service offered to individuals by the private sector within the framework of internet service criteria and to evaluate the role of public law rules.

Learning Outcomes of the Course Unit

1   To be able to understand the public service aspect of Internet service.
2   To be able to explain the general principles of public service in terms of internet service.
3   To be able to define the concept of universal service.
4   To be able to interpret the general principles of universal service with the dimension of internet service.
5   To be able to discuss presenting internet service with the dimension of public service delivery procedures.

1 General informations about the goal of the course and the contents of the course; Giving information about the processing method of the course; Giving materials related to the processing of course.
2 The concept of the Internet, the history of the Internet and in Türkiye the development of the internet.
3 Subjects in the provision of internet service and concepts and definitions related to internet service.
4 Administrative organization related to the provision of Internet service.
5 The concept of public service and the main principles governing public service.
6 The concept of universal service and universal service in EU law and the main principles governing universal service.
7 Internet service in terms of universal service.
8 Regulation of the Internet in terms of administrative law.
9 Internet service in terms of global administrative law.
10 Digital transformation in public services and the role of the internet.
11 Reflections on the regulation of the internet with the development of decentralised internet technology.
12 The development of artificial intelligence and its affect on the role of administration on the Internet
13 I. Mid-term Exam
14 Examining administrative judicial decisions about the course.General evaluation.
