Course Objective

The aim of this course is to teach the basic philosophy of disaster management and information about management processes; To develop effective strategies for administrative processes in disaster and crisis management.

Learning Outcomes of the Course Unit

1   To be able to equipped with general necessary knowledge about the basic organization of disaster management.
2   To be able to comprehend and interpret the types of crisis and the basic stages of the crisis management process.
3   To be able to recognize the changing and strengthening role of the public manager in crisis and disaster management.
4   To be able to develop effective strategies for managerial processes in disaster and crisis management, based on the ability to demonstrate leadership skills.
5   To be able to gains competence in new and contemporary disaster management models in the perspective of the future by comparing past practices with current practices in disaster issues.
6   To be able to gain the ability to know and compare good practice examples in the world.

1 General Introduction of the Course, Presentation of the general framework of the subjects of the Disaster Management course, Definition of the basic terminology of the course
2 The concept of management, developments in management strategies and contemporary approaches to cooperation in public administration,
3 Disaster Types and Disaster Management process relations,
4 Crisis and crisis management, historical development and etymological structure of the concept of crisis, characteristics of crisis and integrated crisis management
5 Emergency management powers and place of crisis management in Turkish Public Administration, crisis management practices
6 Disaster mitigation and preparedness management
7 Disasster mitigation and preparedness mNgement
8 Midterm Exam
9 Organizational Structures in the Private Sector and Cooperation with Public Administration
10 Early warning systems in disasters, training and exercises in disasters
11 Intervention, search, rescue and protection actions according to disaster types Country experiences of climate-related natural disasters (avalanche, flood, freezing rain, tornado, fire, etc.)

Exams: There will be held on two in class exams; midterm exam and final exam during the semester.
Grades: 50 % Midterm Exam, 50 % Final Exam, 50 % Make-up Exam.
