Course Objective

The objective of the course is to ensure that law students gain a legal understanding of the legislation on the protection of personal data, as well as the guidelines and decisions of the Personal Data Protection Authority. The course also aims to provide students with knowledge of the practical applications of personal data protection in professional life.

Learning Outcomes of the Course Unit

1   To be able to learn the concepts related to the protection of personal data.
2   To be able to comprehend the obligations of the data controller related to the protection of personal data.
3   To be able to have knowledge about the necessary legal measures regarding data security.
4   To be able to develop personal data protection policies.
5   To be able to evaluate judicial decisions and the decisions of the Personal Data Protection Authority related to the protection of personal data.

Course Contents

Week Subject Description
1 Overview of the course objectives and content; explanation of teaching methodology and course materials. Examination of non-compliance with the personal data protection law and related sanctions, along with example decisions.
2 Legal framework of personal data protection in the world and in Turkey. Analysis of the rights of data subjects.
3 Scope of application of the Law on the Protection of Personal Data (No. 6698), including cases fully or partially outside the law s scope. Midterm Exam (I. Midterm)
4 Explanation of fundamental concepts related to the protection of personal data. Evaluation of regulations on the transfer of personal data.
5 Information and examples related to general principles in data protection law. General Review
6 Evaluation of the legal bases for the lawful processing of personal data.
7 Legal grounds for processing special categories of personal data.
8 Explanation of the concepts of data controller and data processor, and the controller s obligations regarding notification and consent.
9 Evaluation of the data controller s obligation to register with the registry and a practical study on preparing a data processing inventory.
10 Overview of other obligations of data controllers.

Explanation during the lesson, students' preparation for the topics before and after the lesson, participation in the topics through expressing opinions and asking questions, preparation of practical examples, and evaluation of relevant current decisions.
