Course Objective

A systematic engagement with election law is undertaken through the lens of constitutional principles and political institutions. The legal foundations of suffrage and candidacy are examined alongside the theoretical frameworks of electoral systems and their practical manifestations in Turkey. Particular focus is directed toward the administration and supervision of elections, with the jurisprudence of the Supreme Election Council, the Constitutional Court, and the European Court of Human Rights considered in order to evaluate their influence on democratic processes.

Learning Outcomes of the Course Unit

1   Insight into the role and place of elections within the concept of democracy.
2   Knowledge of the fundamental principles of democratic elections together with their constitutional foundations.
3   Ability to analyze election-related concepts and institutions from a legal perspective.
4   Capacity to classify and compare electoral systems, as well as to evaluate the current system in Turkey.
5   Competence in assessing the administration, supervision, and security of elections under legal aspects.
6   Ability to interpret contemporary election debates in light of the jurisprudence of the Supreme Election Council, the Constitutional Court, and other judicial bodies.
