Course Objective

The purpose of this course is to advance students' understanding of human resource management, specifically the workforce planning aspect. This course puts forward a conceptual roadmap for human resource planning and provides analysis and techniques required to handle workforce planning. Through this road map and analysis, this course provides students with specialization needs on developing fair HR systems.

Learning Outcomes of the Course Unit

1   Explain how HR planning aligns with and supports organizational goals and objectives.
2   Conduct job analysis using different techniques.
3   Implement HR supply forecasting methods using skills inventories, and succession plans.
4   Apply various HR demand forecasting methods and interpret their results.
5   Formulate an HR plan aligned with a specific organizational scenario.
6   Prepare and analyze both HR overhead and head-count budgeting.
7   Develop oral/written communication skills; articulate and defend his/her position.
8   Develop and enhance the essential interpersonal skills to be an effective team member.

Further Notes About Assessment Methods

Explanations related to the assessment methods:

In general there are two-three assignments throughout the course: interview, job analysis, book review, and forecasting. Each assignment will consist of two parts: content and presentation, and will be evaluated with its own unique features. Given that each assignment has different content and presentation expectations, they will be announced in class.

Assignments will be evaluated with a scale ranging from 1-5: weak, fair, good, very good, and excellent. Weak (0-39%): Does not meet expectations due to missing content, plagiarism, or lack of effort. Fair (40-59%): Meets some expectations but needs improvement in content, presentation, or originality. Good (60-79%): Meets all expectations with a satisfactory level of knowledge and presentation. Very Good (80-89%): Demonstrates strong understanding and critical thinking, exceeding most expectations. Excellent (90-100%): Exceeds all expectations in all areas.

The term project is mainly related with headcount planning of a company that undergoes a radical change. The project will consist of three parts: content, presentation, and creativity. Each part within the project will be evaluated with its own unique features. Given that each part has different content and presentation expectations, they will be announced in class.

Assessment Criteria

1. Students will explain the HR planning process in detail.
2. Students will conduct job analysis and job descriptions.
3. Students will select and use HR supply forecasting methods.
4. Students will apply various HR demand forecasting methods and interpret the results.
5. Students will formulate an effective HR plan for a specific scenario.
6. Students will prepare relevant HR department budgets for specific HR activities.
7. Students will also develop a company-wide personnel budget structure.
